Hartford City Council Meeting

The Council meeting will be held on Monday, July 10 at 7 PM, preceded at 6 PM by a public comment period.  The next regular Council meeting will be held on Monday, August 14 at 7 PM, preceded at 6 PM by a public comment period.  The next regular public hearing will take place on Monday, July 17 at 7 PM.  All meetings are held in Council Chambers in Hartford City Hall.  Please note that the Council holds only one meeting in July and one meeting in August.

ITEMS OF SPECIAL INTEREST

 

Previously Submitted Items:  The following items were previously on the Council Agenda and were referred to public hearing or committee or postponed or tabled.  They are now on the agenda again for action.

 

Owners Registry – The Council will consider an ordinance that establishes a registry of owners of residential rental property of 3 units or more.  The purpose of the registry is to provide the City with owner contact information.  The City will use the registration in the enforcement of housing, building, and fire safety codes and in securing or demolishing buildings or relocating people in the interests of public safety.  Registration is required each year.  Fees for first-time registration are $50 plus $20 for each unit above 5. Fees in subsequent years are $20 plus $20 for each unit above 5.  Required information includes owner’s name and contact information, contact information for a Connecticut representative (if owner is not in Connecticut), and contact information for the mortgage-holder and insurer of the property. Exceptions to the registration requirement are the Hartford Housing Authority, owners of 1 or 2 unit buildings, and owners of rooming houses, hotels, motels, condominiums, elderly housing, and student dormitories.   1. STD/TB Grant. Approval to accept a $1.3 million 5-year grant from the CT Dept. of Public Health to continue prevention and treatment programs to address sexually transmitted diseases and tuberculosis. (Bronin)

 

  1. Summer Meals. Authorization to accept a grant of $69,360 from the CT Dept. of Education to provide free breakfasts and lunches to children under 18 during the summer. (Bronin)

 

  1. Defined Contribution Plan. Approval of the plan design for a defined contribution retirement plan for non-union employees hired on or after July 1, 2017. Employees would contribute at least 3% of their salary and the City would match those contributions to a maximum of 7%. (Bronin)

 

  1. Appropriation Ordinance. Approval to issue Tax Anticipation Notes and to appropriate the funding to eliminate a deficit of $9.5 million in the 2017 Fiscal Year. (Bronin

 

  1. Pope Park. Request that the Administration find funds to renovate the baseball field and the Arroyo Community Center in Pope Park. (Winch)

 

  1. Summer Council Meetings. Resolution requiring that the Council meet twice in July and August instead of the usual summer schedule of one meeting in each month. (Deutsch)

 

  1. Owners Registry. Ordinance requiring owners of residential rental property of 3 units or more to register with the Division of Licenses & Inspections each year. (Clarke)

 

  1. Council Staff. Ordinance causing Council as a whole to appoint necessary staff, rather than each Council member appointing an assistant. (Gale)
